Assignment and Transfer
509. ASSIGNMENT AND TRANSFER

The Board recognizes that the successful functioning of the district depends in large measure on the proper placement of qualified and competent personnel. Assignment and transfer of support employees shall be in accordance with this policy.

The Board grants the Superintendent the authority to assign and/or transfer all support employees, as s/he may deem necessary to provide a quality educational program for the learner and community.

The Superintendent shall provide for a system of assignment or reassignment that includes voluntary transfers and promotions.

Each applicant for transfer or reassignment shall be required to submit an official child abuse clearance statement unless the applicant is applying for a transfer from one position as a district employee to another position as a district employee and the applicant’s official child abuse clearance statement is current.

All position openings within the district will be communicated by the Superintendent through a posting in the buildings during the school year and a mailing to appropriate support staff during the summer.

Employees desiring consideration for any position should apply to the office of the Superintendent.

Before new employees are sought, requests for transfer to vacant positions will be considered. An employee transferred to a position of higher grade will receive an immediate pay adjustment to the higher grade minimum if the employee's current rate of pay is below the new minimum pay rate. However, if the employee’s current rate of pay is higher than the starting pay, the employee will receive the transfer differential as indicated in the matrix at the time the transfer takes effect. Employees transferred involuntarily to a position with a lower rate of pay will receive their current rate of pay at the time of the transfer. Employees electing a transfer to a lower grade will receive the starting rate plus 2 cents for each year of service within the Lewisburg Area School District. Mandatory transfers may be made upon the completion of the employee performance appraisal. Employees who are moving to a new position may carry their earned vacation time with them (see policy #537).

Employees may be transferred between departments or buildings at the discretion of the Superintendent.

In considering any transfer, the choice shall be based on the employee's success in former positions, the employee's length of service in the district and in the position presently held, and the operational efficiency advanced by the proposed assignment.
