Assignment and Transfer
409. ASSIGNMENT AND TRANSFER

The Board recognizes that from time to time it is necessary to transfer professional and temporary professional employees within the District. The Board's intent in transferring these employees is to strengthen the educational programs of the District.

The Board of School Directors grants the Superintendent the authority to assign and/or transfer all professional employees as deemed necessary to provide a quality educational program for the learner and community.

Each applicant for transfer or reassignment shall be required to submit an official child abuse clearance statement unless the applicant is applying for a transfer from one position as a district employee to another position as a district employee and the applicant’s official child abuse clearance statement is current.

The Superintendent or his/her designee shall provide for a system of assignment or reassignment that includes voluntary transfers.

Vacancies shall be publicized to all appropriate employees. All teachers shall be notified of professional vacancies as they occur within the District. Such notification shall be made by the posting or distribution in each school building of a list of such vacancies which occur during the school year. Notification of vacancies occurring during summer recess shall be mailed.

Before new employees are sought, requests for transfer to such positions will be considered. Teachers who desire to be transferred to another teaching position within the District will make such request to the Superintendent in writing. The request should include the grade level and/or subject to which the teacher desires to be assigned and the building to which s/he desires to be transferred. The administration shall answer all such requests in writing, with an explanation if the request is denied.

Notification of transfer and the reason for transfer shall be made to the teacher being transferred as early as reasonably possible prior to such transfer.

All teachers shall be given written notice of their tentative teaching schedules and loads for the forthcoming school year no later than the fifteenth (15th) day of July immediately preceding the beginning of school. In the event that changes in schedule or load are necessary after July 15, all teachers affected shall be notified as soon as reasonably possible.

Negotiated collective bargaining agreements may supersede the provisions of this policy when they prescribe conditions enumerated in or affected by this policy.
