Admission of Beginners

201. ADMISSION OF BEGINNERS

The Board shall establish age requirements for the admission of beginners which are consistent with statute and sound educational practice and that ensure the equitable treatment of all eligible children.
A continuously updated district family census file shall be maintained for determining eligible students for entry into the school program.

Elementary level principal(s) shall contact all known eligible children for kindergarten placement and shall advertise through various media to locate nonidentified students within the district prior to the spring kindergarten registration. Every attempt shall be made to have prospective students and their parents/guardians in attendance at the registration program.

School age resident students and eligible nonresident students shall be entitled to attend district schools.

The district shall administer a home language survey to all students enrolling in district schools for the first time.

The district shall normally enroll a school age, eligible student the next business day, but no later than five (5) business days after application.

The district shall not inquire about the immigration status of a student as part of the enrollment process.

Kindergarten

The admission of beginning students to the kindergarten program shall be limited to those children who are at least five (5) years of age on or before September 1 of said school year.

The admissions of beginners who have not been in a kindergarten program will not be allowed after September 30. Extenuating circumstances may be presented to the Superintendent or designee for consideration for admission after the September 30 deadline.

First Grade

Beginners are students entering the lowest grade of the primary school above the kindergarten level.

The admission of beginning students to first grade shall be limited to those children who are at least six (6) years of age on or before September 1 of said school year.

Beginning students who were enrolled and in attendance in either kindergarten or first grade in the school district where the parents/guardians resided before moving into and becoming residents of the Lewisburg Area School District will be permitted to continue their education on the same grade level that they were assigned prior to enrolling in the Lewisburg Area schools.

In the event that a child has not reached the beginning admissions date but has attended kindergarten at a school accredited by the Pennsylvania Department of Education (such as a private or parochial school, charter school, or cyber-charter school), parents/guardians may request a review by the Admissions Committee for possible entrance into first grade.

A child who is at least eight (8) years of age and has not been previously enrolled in school, shall be admitted to school at any time during the school year following a review for appropriate grade-level placement by the Admissions Committee.

The Admissions Committee shall be comprised of the building principal, guidance counselor, school psychologist and at least two (2) teachers. The committee will establish the criteria for assessment of kindergarten work completed at a Pennsylvania Department of Education accredited school and will review the social, academic and emotional readiness of the child. The committee’s decision regarding acceptance will be final.

The Superintendent shall require that each child who registers for kindergarten or first grade exhibit:

1. His/Her birth certificate or similar documentation as proof of age and birth date.

2. Documentation of immunizations as specified in Section 11.20 of the Public School Code.
